Guangdong Polytechnic Normal University (GPNU), founded in 1957 as the Guangdong Institute for Nationalities, is a provincial higher education institution. It began granting master's degrees in 2006 and, in 2021, became a designated institution for doctoral degree programs.
Located in Guangzhou, the provincial capital of Guangdong and the heart of the Guangdong-Hong Kong-Macao Greater Bay Area, GPNU operates five campuses: four in Guangzhou and one in Heyuan City.

GPNU offers six master's degree programs in research-oriented fields, including Education, Ethnology, Control Science and Engineering, Journalism and Communication, History and Party Building of the Communist Party of China, and Physics. Additionally, the university provides nine professional degree programs in areas such as Education, Electronic Information, Mechanical Engineering, Energy and Power, Accounting, Journalism and Communication, Applied Psychology, Transportation, and Design. With 26 teaching units and 74 undergraduate majors-comprising 37 in science and engineering, 37 in humanities, and 36 in teacher education-GPNU currently enrolls over 32,000 undergraduate students and more than 2,140 full-time graduate students.

Ⅰ. Project Introduction
To strengthen the talent support system for scientific research and attract young scholars from abroad to work in China, the National Natural Science Foundation of China has established the National Natural Science Fund for Outstanding Youth (Overseas).
This fund aims to recruit exceptional young overseas scholars (including non-Chinese descendants) who have achieved significant accomplishments in science or engineering. Successful candidates will have the opportunity to conduct independent, innovative research in China, contributing to the rapid growth of young scientific talent and the advancement of China's scientific and technological capabilities.
Ⅱ. Application Requirements (Subject to Official Notification)
The following qualifications are referenced from the "Guide for the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) 2024" in terms of the Chinese version via https://www.nsfc.gov.cn/publish/portal0/tab948/info91706.htm.
1. Eligibility Criteria:
Comply with the laws and regulations of the People's Republic of China, uphold strong scientific ethics, and embody the spirit of scientists in the new era. Be born on or after January 1, 1985. Hold a Ph.D. degree. Focus on research in natural sciences, engineering, or related fields. After obtaining a Ph.D. and prior to applying in 2025, the applicant must have held a formal teaching or research position at an overseas university, research institution, or corporate R&D organization for at least 36 consecutive months. Exceptions may be made for outstanding candidates with overseas Ph.D. degrees. Demonstrate scientific or technological achievements recognized by peer experts, with the potential to become a leader or outstanding talent in their field. The applicant must not have worked full-time in China or must have returned to China for work after January 1, 2024. Upon receiving funding, the applicant must resign from their overseas position and work full-time in China for at least three years.
2. Limitations:
- Applicants may only apply for one project at the same level and may not simultaneously apply for a lower-level fund.

The university will assist in forming innovative research teams, help selected candidates apply for and obtain certification as provincial or municipal high-level talents, and provide competitive salaries and research funding. 一、项目简介
为进一步完善科学基金人才资助体系,充分发挥科学基金引进和培养人才的功能,吸引海外优秀青年人才回国(来华)工作,国家自然科学基金委员会实施国家自然科学基金优秀青年科学基金项目(海外)。
优秀青年科学基金项目(海外)旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才的快速成长,培养一批有望进入世界科技前沿的优秀学术骨干,为科技强国建设贡献力量。
二、申请条件(2025年申报条件以届时通知为准)
1.优秀青年科学基金项目(海外)的申请人应当具备以下条件:
(1)遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神;
(2)出生日期在1985年1月1日(含)以后;
(3)具有博士学位;
(4)研究方向主要为自然科学、工程技术等;
(5)在取得博士学位后至2025年申报前,一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求;
(6)取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力;
(7)申请人尚未全职回国(来华)工作,或者2024年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作并全职回国(来华)工作不少于3年。
2.限项要求
执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项,不能逆层次申请。
