现诚邀海外青年英才依托我校申报国家自然科学基金优秀青年科学基金项目（海外）。

一、项目简介

为进一步完善科学基金人才资助体系，充分发挥科学基金引进和培养人才的功能，吸引海外优秀青年人才回国（来华）工作，国家自然科学基金委员会实施国家自然科学基金优秀青年科学基金项目（海外）。

优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。

二、申请条件（2026年具体申报条件以届时通知为准）

1.优秀青年科学基金项目（海外）的申请人应当具备以下条件：

（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；

（2）出生日期在1986年1月1日（含）以后；

（3）具有博士学位；

（4）研究方向主要为自然科学、工程技术等；

（5）在取得博士学位后至2026年4月15日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；

（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；

（7）申请人尚未全职回国（来华）工作，或者2025年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。

2.限项要求

执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。

三、待遇及支持

（一）国家资助：100-300万元；资助年限：3年。

（二）广东省资助：广东省根据国家资助按比例提供省财政配套资助。

（三）学校配套及支持：

1.为申报工作提供全过程保障服务；

2.按照达之青年学者引进项目入选者，聘任教授，按政策规定纳入事业编制管理；

3.提供有竞争力的薪酬、学者津贴、安家费和科研经费资助等相关待遇，并享受个人所得税优惠政策；

4.帮助组建创新科研团队；

5.按政策规定，协助入选人申请办理和认定省、市高层次人才，办理广东省人才优粤卡、广州市人才绿卡等，可实现落户、社会保险、购房、购车等人才公共服务“一网通办”，并在出入境、医疗、交通、子女入学等方面享受优先便利服务；

6.子女可报读学校附属幼儿园。

Guangdong Polytechnic Normal University (GPNU) is located in Guangzhou, a core city of the Guangdong-Hong Kong-Macao Greater Bay Area. With a long history of education, the university originated from the Guangdong Institute for Nationalities founded in 1957. It began enrolling undergraduate students in 1977, was authorized as a master's degree-granting institution in 2006, renamed Guangdong Polytechnic Normal University in 2018, and approved by Guangdong Province as an institution to develop doctoral degree programs in 2021.

The university has 26 secondary teaching units, offering 6 master's degree programs at the primary discipline level such as Education, and 9 professional master's degree programs such as Electronic Information. Its Engineering discipline ranks among the top 1% globally according to ESI. The University has six national-level high-caliber talents, 612faculty members with senior professional titles, and 1,118 faculty members holding doctoral degrees. Ⅰ.Project Overview

To strengthen the talent support system for scientific research and attract young scholars from abroad to work in China, the National Natural Science Foundation of China has established the National Natural Science Fund for Outstanding Youth (Overseas).

This fund aims to recruit exceptional young overseas scholars (including non-Chinese descendants) who have achieved significant accomplishments in science or engineering. Successful candidates will have the opportunity to conduct independent, innovative research in China, contributing to the rapid growth of young scientific talent and the advancement of China's scientific and technological capabilities.

Ⅱ.Eligibility Requirements

(Specific requirements for 2026 are subject to official announcements)

1.Applicants should meet the following criteria:

① Comply with the laws and regulations of the People’s Republic of China and uphold high standards of academic integrity;

② Born on or after January 1, 1986;

③ Hold a doctoral degree;

④ Conduct research primarily in natural sciences or engineering and technology;

⑤ Have held a formal teaching or research position overseas for at least 36 consecutive months after obtaining the doctoral degree by April 15, 2026 (exceptional candidates who obtained their PhD overseas may be granted flexibility);

⑥ Have achieved research or technological outcomes recognized by peers and demonstrate strong potential to become an academic leader;

⑦ Have not yet returned to China for full-time employment, or have returned after January 1, 2025. Awardees must resign from overseas positions and work full-time in China for no less than three years.

2. Limitation Requirements

The relevant requirements for the coordination and integration of national science and technology talent programs shall be implemented. An individual may undertake only one national science and technology talent program at the same level and may not apply for a program at a lower level.

Ⅲ.Benefits & Support

(I) National Funding

RMB 1–3 million over a three-year period.

(Ⅱ) Provincial Funding

Matching financial support provided by Guangdong Province in accordance with national funding policies.

(Ⅲ) University Support

1.Full-process administrative and application support;

2.Appointment as Professor under the “Dazhi Young Scholar Program,” with inclusion in the university’s public staffing system;
